J and K needs a healing touch Amar Ujala 02 Dec 2022

          हाल ही में उत्तरी सैन्य कमांडर लेफ्टिनेंट जनरल उपेंद्र द्विवेदी ने एक प्रेस कॉन्फ्रेंस में कहा कि, ‘लगभग 300 आतंकवादी जम्मू-कश्मीर के आसपास मौजूद हैं, लेकिन हम यह सुनिश्चित कर रहे हैं कि वे कोई कार्रवाई करने में सक्षम न हों।’ उन्होंने आगे कहा कि ‘हमारे आंकड़ों के अनुसार, 82 पाकिस्तानी आतंकवादी और 53 स्थानीय आतंकवादी भीतरी इलाकों में सक्रिय हैं, जबकि चिंता का विषय 170 अन्य की आपराधिक गतिविधियां हैं, जिनकी पहचान नहीं हो पाई है।’ द्विवेदी ने कहा कि लगभग 170 हाइब्रिड आतंकवादी थे। उन्होंने खुफिया जानकारी भी साझा की कि संभवत: 160 आतंकवादी आतंकी शिविरों में, 130 आतंकी उत्तरी पीर पंजाल (कश्मीर घाटी) में और 30 उसके दक्षिण में मौजूद हैं। उन्होंने जोर देकर कहा कि पाकिस्तान इस क्षेत्र में आतंकवाद को बढ़ावा दे रहा है। पाकिस्तान ने उनके बयान का जवाब देते हुए अपनी संलिप्तता से इनकार किया।

उसके डीजी, आईएसपीआर (जनसंपर्क विभाग) ने कहा कि तथाकथित लॉन्च-पैड और आतंकियों के बारे में झूठे बयान और निराधार आरोप भारतीय सेना द्वारा मानवाधिकारों के उल्लंघन से ध्यान हटाने का एक प्रयास है। साफ है कि पाकिस्तान जनरल द्विवेदी के बयान से बौखलाया हुआ है और वह जानता है कि भारत उसके लॉन्च-पैड्स पर कड़ी नजर रख रहा है। एक अन्य प्रेस कॉन्फ्रेंस में जम्मू और कश्मीर के डीजीपी दिलबाग सिंह ने कहा कि जहां तक आतंकवाद की स्थिति का सवाल है, सक्रिय स्थानीय आतंकवादियों की संख्या घटकर दहाई अंकों तक रह गई है। उन्होंने कहा कि इस समय उत्तर कश्मीर पूरी तरह शांत है और अब आतंकवाद का प्रभाव कम है। इससे पहले उन्होंने कहा था कि नशीले पदार्थों का संकट एक बड़े खतरे के रूप में उभरा है, क्योंकि नशीले पदार्थों से पैदा धन आतंकवादी गतिविधियों को वित्तपोषित कर रहा है। हाल के दिनों में भारतीय सुरक्षा एजेंसियां नियमित अंतराल पर पाकिस्तानी ड्रोन को मारकर गिरा रही हैं। ज्यादातर ड्रोन आईईडी, पिस्तौल और ड्रग लाते हैं।

यह क्षेत्र हाइब्रिड आतंकवादियों के बढ़ते खतरे का सामना कर रहा है। सकारात्मक खुफिया सूचनाओं ने स्थानीय पुलिस को हाइब्रिड आतंकवादियों पर नकेल कसने में सक्षम बनाया है। इसके विपरीत, कश्मीरी राजनेता दावा करते रहे हैं कि हाइब्रिड आतंकवादियों के नाम पर निर्दोष लोगों को मारा जा रहा है। फारूक अब्दुल्ला और महबूबा मुफ्ती लगातार कहते रहे हैं कि कश्मीर मुद्दे का स्थायी समाधान खोजने के लिए सरकार को पाकिस्तान से बात करनी चाहिए। फारूक ने तो यहां तक कहा कि भारत को उनसे बात करने के लिए जी-20 की अपनी अध्यक्षता का फायदा उठाना चाहिए। जब पुलवामा हमला हुआ था, उस समय पाकिस्तान के नवनियुक्त सैन्य प्रमुख जनरल असीम मुनीर आईएसआई के महानिदेशक थे। वह भारतीय प्रतिशोध के गवाह हैं। पाकिस्तान अच्छी तरह जानता है कि अगर उसने बड़े हमले की कोशिश की, तो भारत सैन्य तरीके से जवाबी कार्रवाई करेगा।

नियंत्रण रेखा पर संघर्ष विराम जारी है, इसका कारण है कि पाकिस्तान भारतीय सेना की बढ़ती क्षमताओं से वाकिफ है। भारत इस बात पर अडिग है कि जब तक पाकिस्तान 26/11 के हमलावरों पर कार्रवाई नहीं करता, तब तक वह उससे बात नहीं करेगा। यह आत्मविश्वास कश्मीर की स्थिरता से उपजा है। अंतिम मतदाता सूची के साथ जम्मू-कश्मीर चुनाव के लिए कमर कसता प्रतीत होता है। पाकिस्तान को लगातार चीन से संरक्षण मिल रहा है। हालांकि घाटी में आतंकी गुटों की धमकियां जारी हैं, जिससे भय एवं आतंक पैदा हो रहा है। हाल ही में एक स्थानीय आतंकी गुट टीआरएफ (द रेजिस्टेंस फ्रंट) से 20 से अधिक पत्रकारों को जान से मारने की धमकी मिली, जिसके चलते कई छिप गए, कुछ ने इस्तीफा दे दिया और घाटी छोड़कर चले गए। इससे पता चलता है कि स्थानीय लोगों को हाइब्रिड आतंकियों का खात्मा करने वाले सुरक्षा बलों पर भरोसा नहीं है। पुलिस ने कहा कि ये धमकियां स्थानीय जानकारी के साथ पाकिस्तान से जारी की गई थीं। हालांकि समग्रता में स्थिति सामान्य प्रतीत होती है और पर्यटन बढ़ रहा है, लेकिन गैर-स्थानीय श्रमिकों और कश्मीरी पंडितों की बेतरतीब हत्या भय का माहौल पैदा करती है।

ऐसी संभावना नहीं है कि सुरक्षा बलों के तमाम प्रयासों के बावजूद हाइब्रिड खतरा निकट भविष्य में कम हो जाएगा। इसका राजनीतिक दोहन होता रहेगा। हर हत्या के बाद घाटी में कार्यरत कश्मीरी पंडित जम्मू स्थानांतरण की मांग दोहराते हैं। जिन जगहों पर उन्हें निशाना बनाया गया, वहां से वे पलायन भी कर रहे हैं। सरकार कश्मीर में स्थिति सामान्य दिखाने की जी-तोड़ कोशिश कर रही है, लेकिन क्षेत्रीय राजनीतिक दल, आतंकी गुट एवं पाकिस्तान इसे झुठलाने की कोशिश कर रहे हैं। वास्तविकता इन दोनों स्थितियों के बीच में है। लंबे समय से बंद, सुनियोजित हिंसा या विरोध प्रदर्शन नहीं हुआ है। भाजपा के, जो कभी कश्मीर में अपनी पहचान नहीं बना पाई, अब घाटी में काफी अनुयायी हैं। बाजार बंद और स्वघोषित कर्फ्यू अब इतिहास की बात हो गया है। हुर्रियत का दबदबा खत्म हो गया है। आतंकियों को अब आदर्श नहीं माना जाता। आतंकवाद को हवा देने वाले हवाला फंड की आमद रोक दी गई है। सरकार को कश्मीर में जी-20 की बैठक करने का भरोसा है।

कश्मीरी पंडितों के साथ स्थानीय लोगों में भी डर दिखाई देता है। विकास तो दिखाई देता है, लेकिन शासन और सुरक्षा बलों पर लोगों का विश्वास कम है। ऐसा लगता है कि आम कश्मीरी दोनों पक्षों के दबाव का सामना करते हुए आतंकवादियों और सुरक्षा बलों के बीच फंस गया है। बदनामी के डर से लोग बात करने को तैयार नहीं हैं। नशा युवाओं को बर्बाद कर रहा है, जिससे कई युवा इस लत को पूरा करने के लिए बंदूक उठा रहे हैं। मौन रहना और अपने काम से काम रखना अस्तित्व का आदर्श बन गया है। लोगों का भरोसा लौटाने के लिए बयानबाजी से ज्यादा करने की जरूरत है। इसके लिए सरकार में विश्वास, खतरों से सुरक्षा और समझदार नौकरशाही की जरूरत है। जब तक स्थानीय अधिकारियों और सुरक्षा एजेंसियों की पहुंच नहीं होगी, यह भय  गायब नहीं होगा।

          The Northern Army Commander, Lt Gen Upendra Dwivedi, stated in a recent press conference, ‘Around 300 terrorists are present in length and breadth of J and K, but we are making sure they are not able to carry out any action.’ He added, ‘As per our data, 82 Pakistani terrorists and 53 local terrorists are active in the hinterland, while the area of concern is the criminal activities of 170 others who are not identified.’ Dwivedi implied that there were approximately 170 hybrid terrorists. He also shared intelligence inputs that probably 160 terrorists are present in terrorist camps, 130 north of Pir Panchal (Kashmir valley) and 30 south of it. This emphasized that Pakistan continues to fester terrorism in the region.

          Pakistan jumped at his statement and denied its involvement. Its DG ISPR (public relations department) stated, ‘The fallacious remarks and unfounded allegations of so-called ‘launch-pads’ and ‘terrorists’ are an attempt to divert attention from the Indian army’s repressive use of force and gross human rights violations against innocent, unarmed Kashmiris striving for their right of self-determination, upheld by international law and enshrined in UNSC resolutions.’ Clearly Pakistan was rattled by General Dwivedi’s statement and aware that India was closely monitoring its launchpads.

          J and K DGP, Dilbagh Singh, speaking at another press conference mentioned, ‘As far as the status of militancy is concerned, the number of active local militants has reduced to just two digits.’ He added, ‘At present, this place (North Kashmir) is almost peaceful and there is less influence of militancy now.’ He had earlier mentioned that drug menace has emerged as a big threat as money generated from drug trade is financing terrorist activities. In recent days Indian security agencies have been shooting down Pak drones at regular intervals. Most drones have been transporting IEDs, pistols and drugs.

          The region has been facing increased threat by hybrid terrorists. Positive intelligence inputs have enabled local police to crackdown on hybrid terrorists. On the contrary, political leaders in Kashmir have been claiming that innocents are being killed in the name of hybrid terrorists. Farooq Abdullah and Mehbooba Mufti continue harping that the government must talk to Pakistan to find a lasting solution to the Kashmir issue. Farooq even stated that India must exploit its Presidentship of the G 20 to talk to them. Their call for talks continue despite Pak displaying no intent to reduce terrorism as also the situation being fairly normal.

          The newly appointed army chief, General Asim Munir, was the DG ISI when the Pulwama attack took place. He was witness to Indian retaliation. Doval spoke to him on the release of Abhinandan, leaving him with limited choice but to let him go. Pakistan is well aware that India would retaliate militarily in case it attempted a major strike. The ceasefire continues to hold along the LOC mainly because Pak is aware of increased capabilities of the Indian army.

India also continues to harp on the fact that unless Pakistan acts on terrorists involved in the 26/11 attacks, India is unwilling for talks. Its confidence is buoyed by a reasonably stable Kashmir. With the issue of final electoral rolls for J and K the Union Territory also appears to be gearing up for elections, with increased political visibility. Pakistan remains protected by China which imposes technical blocks on Indian attempts to place known Pak terrorists on the UNSC 1267 list of terrorist entities. Its removal from the FATF Grey List has given it added relief.

However, threats from terrorist groups continue to flow in the valley, causing panic and fear. Recently, over 20 journalists received life threatening messages from a local terrorist group, TRF (The Resistance Front), resulting in many going into hiding and a few resigning and leaving the valley. This conveys that locals do not have confidence in security forces eradicating hybrid terrorists. The police stated that these threats were issued from Pakistan with local inputs.  

While the overall situation appears normal and tourism is on the rise, random killing of non-local workers and Kashmiri Pundits creates an element of fear. It is unlikely that the hybrid threat, which has become the norm currently, will recede in the near future, despite all efforts of security agencies. It will continue being politically exploited. Every killing reiterates demands for moving Kashmiri Pundits employed by in Kashmir to Jammu. There is also an exodus of Kashmiri Pundits from regions where they have been targeted. 

The government is working hard to project a picture of normalcy in Kashmir while regional political parties, terrorist groups and Pakistan are attempting to counter this belief. The reality lies somewhere in between. There have been no bandhs, orchestrated violence or even protests for a long time. The BJP, which could never make its mark in Kashmir now has a reasonable following. Occasions which earlier witnessed market closures and self-imposed curfews are history. The hold of the Hurriyat which determined levels of violence and protests has ended. Terrorists are no longer idolized. Inflow of hawala funds to fan terrorism have been blocked. The government has the confidence to conduct a preliminary meeting of the G20 in Kashmir.

What remains visible is fear amongst Kashmiri Pundits as also locals. Workers from other states, in Kashmir to earn a livelihood, live under continuous threat. Attempts to relocate Kashmiri Pundits into the valley appear unsuccessful. Number of youth joining terrorist groups remain near constant. A district may become terrorist free for some period, but terrorism bounces back. Development may be visible but confidence of the public on governance and security is lacking.

It appears that the common Kashmiri is caught between terrorists and security forces, facing pressures from both sides. People are unwilling to talk fearing reprisals. Drugs are ruining the youth leading many picking the gun to support their habit. Silence and minding own business has become the norm for survival.

The region needs more than mere words for its healing. It needs confidence in the government, protection from threats and an understanding bureaucracy. Unless there is an outreach by local authorities and security agencies, this palpable fear will not vanish.
