शायद कई दशकों बाद इस वर्ष घाटी के सभी स्कूलों में स्वतंत्रता दिवस समारोह मनाया गया और ऐतिहासिक लाल चौक पर तिरंगा लहरा उठा। हर जिले में राष्ट्रीय ध्वज फहराया गया, वाहन रैलियां हुईं और प्रतिभागियों ने गर्व से भारतीय तिरंगा प्रदर्शित किया। श्रीनगर कोर के जीओसी ने बिना किसी सुरक्षा के शोपियां के बटपुरा चौक का दौरा किया और लोगों से मुलाकात की दीपावली की मिठाईयाँ बाँटी गयी। कश्मीर में मंदिरो की घंटियां सुनाई दे रही हैं और जो मंदिर दशकों से बंद थे, वे फिर से खुल रहे हैं।

पर्यटक स्थानीय गाइडों के साथ श्रीनगर शहर की यात्रा कर रहे हैं, बिना किसी तरह की चिंता के झेलम के पुलों को पार करते हुए इस शहर की आवाज़, स्वाद और खुशबू का आनंद ले रहे हैं। कुछ साल पहले तक यह संभव नहीं था। इस समय घाटी के अधिकांश पर्यटन स्थल खचाखच भरे हैं। डल झील और श्रीनगर  का पर्यटन अपने पुराने आकर्षण में लौट आया है। कश्मीर भारत के नंबर एक पर्यटन स्थल के अपने स्थान पर लौट रहा है। यह बदलता कश्मीर है।

इसके साथ ही, घाटी के कुछ हिस्सों में सुरक्षा बलों और आतंकवादियों के बीच मुठभेड़ हुई है और भय एवं अनिश्चितता की भावना पैदा करने के लिए आतंकवादियों द्वारा बेगुनाहों की हत्या भी की जा रही है। घाटी से पलायन के दावे गलत साबित हो रहे हैं। आम कश्मीरी नागरिक इन हत्याओं का विरोध करके अपनी धार्मिक और अन्य क्षेत्रीय बाधाओं से ऊपर उठकर शांति की इच्छा प्रदर्शित कर रहे हैं।

पाकिस्तान के आतंकवाद के फरमान और उसे खत्म करने के लिए सक्रिय सुरक्षा बलों की कार्यवाही में कुछ स्थानीय लोग फंस गए। कई कश्मीरियों ने बताया कि उन्हें केवल बिना रुकावट के चौकियों की भारी जाँच के बिना कभी भी और कही भी जाने की आज़ादी चाहिए। अतः नफरत और रोष की वकालत करने वाले आतंकवादियों, राष्ट्र-विरोधी गुटों और राजनेताओं का समर्थन कम हो गया है।

चीफ ऑफ डिफेंस स्टाफ (सीडीएस) जनरल बिपिन रावत ने टाइम्स नाउ समिट में कहा, ‘वही स्थानीय लोग अब आतंकवादियों के बारे में जानकारी मुहैया करा रहे हैं। वास्तव में,  हमारी जानकारी के अनुसार स्थानीय लोग अब कह रहे हैं कि हम आतंकवादियों को मार डालेंगे, यह एक बहुत ही सकारात्मक संकेत है, ‘वह एक बदलते कश्मीर का संकेत दे रहे हैं और यह गलत नहीं है। रावत ने कहा कि यह बदलाव आतंकवादियों के हथियारों के डर को कम करने के कारण हुआ है।   हड़ताल के आह्वान को काफी हद तक नजरअंदाज किया जा रहा है। इन आँपरेशनों की सफलता स्थानीय खुफिया जानकारी के कारण ही संभव हुई है। आतंकवादियों को भगाने के लिए मुठभेड़ स्थलों पर पथराव करने की कोई खबर नहीं है। फिर भी, पाकिस्तान के विदेश मंत्री कुरैशी ने एक प्रेस कॉन्फ्रेंस में कहा  कि भारत कश्मीर में ‘दिल और दिमाग की जंग हार रहा है’।

कश्मीर में यह बदलाव तब और अधिक स्पष्ट हो गया, जब पाकिस्तान के स्वतंत्रता दिवस पर झंडा फहराये जाने, बंद करने और काला दिवस मनाये जाने का एक भी मामला सामने नहीं आया। छीटपुट संस्थाओं और इलाके में भारत-पाक क्रिकेट मैच के दौरान पाकिस्तान टीम के लिए जयकारा किसी भी तरह के धार्मिक रुख को व्यक्त नहीं कर रहा। देश के बाकी हिस्सों से भी ऐसी जानकारी सामने आई हैं। कश्मीर के राजनीतिक दलों ने केंद्र सरकार से पाकिस्तान के साथ बातचीत करने की मांग करना लगभग बंद कर दिया है। उन्होंने महसूस किया  कि  स्थानीय लोगों की मानसिकता में यह बदलाव टकराव की बजाय सहयोग की भावना की वजह से ही आया है।

कश्मीर जहां सामान्य स्थितियों की ओर बढ़ रहा है, वहीं पीओके के निवासी रोष और हताशा का प्रदर्शन कर रहे हैं। 26 अक्टूबर को कश्मीर में पाक की घुसपेठ को चिह्नित करते हुए भारत द्वारा ब्लैक डे मनाये जाने के दौरान इस पूरे क्षेत्र से विरोध प्रदर्शनों की खबरें सामने आयी। इन विरोध प्रदर्शनों की वजह वहाँ के स्थानीय लोगों के पास बुनियादी सुविधाओं की कमी है और पाक सेना उनकी जमीन पर कब्जा करना जारी रखे हुए है।

वैश्विक समुदाय की कश्मीर मुद्दे पर अब कोई रुचि नहीं है। समय के साथ भारत ने इस तथ्य को सफलतापूर्वक स्थापित कर दिया कि कश्मीर एक द्विपक्षीय मामला है और इसमें भारत कोई हस्तक्षेप नहीं चाहता। अब कोई भी देश धारा 370 का उल्लेख नहीं कर रहा और न ही कोई देश कश्मीर में लगाए गए प्रतिबंधों पर चर्चा कर रहा है। भारत की बढ़ती हुई आर्थिक और कूटनीतिक ताकत ने यह सुनिश्चित कर दिया है कि अब दुनिया कश्मीर को भारतीय नजरिए से देख रही है पाकिस्तान के हो हल्ला के नजरिये से नहीं। इसके साथ ही, भारत ने पाकिस्तान की छवि को आतंकवाद के समर्थक के रूप में बड़ी सावधानी से तैयार किया है,  एक ऐसा देश जिसने ओसामा बिन लादेन को 10 वर्षों तक राजकीय अतिथि के रूप में रखा और अफगानिस्तान की वर्तमान स्थिति के लिए पूरी तरह से जिम्मेदार है।

पाक सेना की एलओसी पर कुछ प्रायोजित यात्राओं या ओआईसी अथवा तुर्की की टिप्पणियों को अब नजरअंदाज कर दिया जाता है। पाकिस्तान के समर्थक रहे सऊदी अरब और संयुक्त अरब अमीरात अब कश्मीर का मुद्दा नहीं उठा रहे। पाकिस्तान की मांग के बावजूद, सऊदी अरब ने कश्मीर पर विशेष ओआईसी सत्र आयोजित नहीं किया है। बल्कि इसके विपरीत, उन्होंने पाकिस्तान को सलाह दी  कि यदि उन्हें आर्थिक सहायता चाहिए तो वह भारत के प्रति अपनी नीति को बदलें। भारत ने संयुक्त राष्ट्र में पाक की टिप्पणियों का प्रतिवाद केवल इस तथ्य पर जोर देने के लिए किया कि वर्तमान गड़बड़ियों के लिए पाकिस्तान जिम्मेदार हैl यह मुद्दा द्विपक्षीय है जो संयुक्त राष्ट्र के अद्यादेश से परे है।

पाक में ऐसा कोई राजनेता नहीं है, जिसे भारत इन लंबित मुद्दों को हल करने की वार्ता में शामिल करना चाहेगा। भारत के नेतृत्व और इसकी राजनीतिक पृष्ठभूमि के लिए इमरान और कुरैशी की घटिया, तर्कहीन और अपमानजनक टिप्पणियों के परिणामस्वरूप भारत द्वारा पाक की उपेक्षा की गई है। इमरान इस बात से आहत हैं कि बातचीत के लिए कई बार निमंत्रण देने के बावजूद भारतीय नेतृत्व ने जवाब देने की जहमत तक नहीं उठाई। युद्धविराम की शुरुआत करने वाले जनरल बाजवा के पास वार्ता के नेतृत्व की कोई आधिकारिक स्थिति नहीं है। अतः अगले पाक चुनाव या सरकार में बदलाव होने तक यह गतिरोध जारी रहने की संभावना है।   बदलाव की संभावना पाकिस्तान में हमेशा ही बनी रहती है। अफवाहें हैं कि नवाज शरीफ की पार्टी अगली सरकार बना सकती है और बातचीत के रास्ते खोल सकती है।

तब तक, पाकिस्तान के पास कश्मीर के मुद्दे को वैश्विक बनाये रखने के अलावा  और कोई विकल्प नहीं है। वह जानता है कि सेना से कोई समाधान संभव नहीं है। इसलिए, यह कश्मीर में आतंकवादियों को धकेलने का प्रयास करता रहेगा और  समर्थन की कमी से वाकिफ होने के बावजूद भी ओआईसी समेत अन्य सभी मंचों पर कश्मीर का मुद्दा उठाता रहेगाl ऐसा वह वैश्विक समुदाय नहीं बल्कि अपनी जनता के लिए करेगा।

भारत को, पाकिस्तान को वित्तीय जांच के दायरे में रखते हुए इसे वैश्विक निकायों के सामने आतंकवाद और आतंकवादियों के पर्याय के रूप में चित्रित करने की अपनी वर्तमान गतिविधियों को बनाए रखने की आवश्यकता है। साथ ही, इसे इस्लामाबाद में एक परिपक्व सरकार के आने का धैर्यपूर्वक इंतजार करते हुए पाक सेना के साथ संचार चैनल खुले रखने होंगे।

 

For possibly the first time in decades, all schools in the valley celebrated Independence day and the historical Lal Chowk was lit up in the tricolour. The national flag was unfurled in every district and there were vehicle rallies with participants proudly displaying the Indian tricolour. The GOC of Srinagar Corps visited Batpura Chowk in Shopian meeting people and offering Diwali sweets, with the barest of protection. Temple bells in Kashmir are being reheard and temples closed for decades, re-opening.

Tourists visit downtown Srinagar, accompanied by local guides, crossing the multiple bridges over the Jhelum, enjoying the sounds, tastes and smells of the old city without concern. This was not possible even a couple of years ago. Most tourist destinations in the valley are full. Dal Lake is back to its old charm and the epicentre of Srinagar tourism. Kashmir is returning to its position as India’s Number 1 tourist destination. This is the changing Kashmir.

Simultaneously, there are encounters between security forces and terrorists in some parts of the valley as also random killing of innocents by terrorists to create a sense of fear and uncertainty. Claims of limited migration from the valley are proving wrong. Protests against these killings cut across barriers of religion and region, projecting the desire of the common Kashmiri towards peace.

Locals are trapped between few misguided youth following Pak’s diktat of terrorism and security forces operating to eliminate them. Many Kashmiri’s would share that all they seek is freedom to move anywhere and anytime without looking over their shoulders and crossing multiple check posts. Thus, there is reduced support to terrorists, anti-national groups and politicians who advocate hate and anger.

Hence, when the Chief of Defence Staff (CDS), General Bipin Rawat, stated in the Times Now summit, ‘the same locals are now giving information about the terrorists. In fact, now what we are told is, the locals are saying we will lynch the terrorists, which is a very positive sign that is coming in,’ he was implying a changing Kashmir and was not wrong. Rawat added that this change is due to dilution of fear of the terrorist’s weapon. Calls for hartals are largely ignored. Increasing numbers of successful operations are the result of local intelligence. There are no reports of stone throwing at encounter sites to enable terrorists to escape. Yet Qureshi, Pakistan’s foreign minister mentions in a press conference that India ‘losing the battle of hearts and minds,’ in Kashmir.  

This change in Kashmir was evident when there were no instances of hoisting of the Pak flag or a bandh on its independence day and nominated black days. The cheering for the Pakistan team in the Indo-Pak cricket match in an odd institution and locality does not in any way convey a regional stance. Similar incidents were also reported from different parts of the country. Kashmir political parties have almost stopped demanding that the union government hold talks with Pakistan. They have also realized that there is a change in local mindset from confrontation to collaboration.

While Kashmir is moving towards normalcy, residents of POK display anger and frustration. Reports flow of protests across the region during the India nominated Black day marking Pak’s invasion of Kashmir on 26 Oct. These protests are ongoing as locals lack basic facilities, and the Pak army continues to grab their land.  

The global community has lost interest in the Kashmir cause. With passage of time India has successfully built the narrative that Kashmir is a bilateral matter and India will not appreciate any interference. No nation mentions Article 370 nor even discusses restrictions imposed in Kashmir. India’s growing economic and diplomatic power has ensured that the world views Kashmir from the Indian perspective, ignoring Pakistan’s ranting. Simultaneously, India has carefully crafted Pakistan’s image as that of a supporter of terrorism, which treated Osama Bin Laden as a state guest for 10 years and being solely responsible for the current state of suffering in Afghanistan.

A few sponsored visits to the LOC, by the Pak army, or comments by the OIC or Turkey are ignored. Previous Pakistan backers, Saudi Arabia and the UAE, have never raised Kashmir. Despite Pakistan’s demands, Saudi Arabia has never conducted a special OIC session on Kashmir. On the contrary, they have advised Pak to change its India policy, in case they seek economic support. India counters Pak’s comments in the UN only to press home the fact that Pak is responsible for the current mess and the issue being bilateral, is beyond UN mandate.   

Within Pak there is no politician whom India would seek to engage in dialogue to resolve pending issues. Loose, irrational and derogatory comments by Imran and Qureshi on the Indian leadership and its political background have resulted in them being ignored by India. Imran has been hurt by the fact that despite his multiple calls for talks, the Indian leadership has not even bothered to respond. General Bajwa, the initiator of the ceasefire, has no official standing to be the lead in talks. Thus, there is likely to be a continuation in stalemate until the next Pak elections or a change in government, which is always a possibility in Pakistan. Rumours are rife that Nawaz Sharif’s party may form the next government, opening doors for dialogue.

Till then, Pakistan has no choice but to keep Kashmir in global view if it ultimately seeks resolution. It is aware that there is no military solution. Hence, it will keep attempting to push in terrorists thereby keeping its fingers in the Kashmir cauldron. Simultaneously, despite being aware of lack of support, it will continue raising Kashmir in every forum, including the OIC. Most of these actions are for its own internal public, rather than the global community.

India needs to continue maintaining its current narrative of portraying Pakistan as synonymous to terrorism and terrorists in global bodies while keeping Pak under financial scrutiny. Simultaneously, communication channels with the Pak army must remain open, while patiently awaiting the arrival of a mature government in Islamabad.
