The changing J and K बदल रही है घाटी की फिजा, प्रधानमंत्री नरेंद्र मोदी की यात्रा के मायने Amar Ujala 26 Apr 2022

 

          केंद्र शासित प्रदेश जम्मू और कश्मीर के सांबा जिले की अपनी यात्रा के दौरान प्रधानमंत्री नरेंद्र मोदी ने मुख्यतः कश्मीर के विकास पर बातें कीं। उन्होंने वहां 20,000 करोड़ रुपये की परियोजनाओं का उद्घाटन और शिलान्यास किया। इनका उद्देश्य कश्मीर में कनेक्टिविटी में बदलाव, रोजगार और शिक्षा के अवसरों को बढ़ाना है। उन्होंने युवाओं को आश्वस्त किया कि अतीत में पिछली पीढ़ी के लोगों को जो समस्याएं झेलनी पड़ीं, वे युवाओं को नहीं झेलनी पड़ेंगी। जम्मू और कश्मीर में पंचायत चुनावों के सफल संचालन ने लोकतंत्र में भरोसे को कायम किया है, क्योंकि इससे जमीनी स्तर पर भागीदारी हुई। 

प्रधानमंत्री ने कहा, ‘इस साल जम्मू-कश्मीर में मनाया जा रहा पंचायती राज दिवस एक बड़े बदलाव का प्रतीक है। यह गर्व की बात है कि जब जम्मू-कश्मीर में लोकतंत्र जमीनी स्तर पर पहुंच गया है, तो मैं यहां आप सभी से बातचीत कर रहा हूं।‘ अनुच्छेद 370 के निरस्त होने के बाद से प्रधानमंत्री की यह पहली यात्रा थी। उद्घाटित परियोजनाएं घाटी को हर मौसम में कनेक्टिविटी प्रदान करेंगी। बेहतर कनेक्टिविटी से घाटी में अधिक निवेश होगा। प्रधानमंत्री ने कहा कि ‘जब मैं ‘एक भारत-श्रेष्ठ भारत‘ की बात करता हूं, तो हमारा ध्यान दूरियों को पाटने पर होता है। 

हमारा उद्देश्य जम्मू-कश्मीर को हर मौसम में कनेक्टिविटी प्रदान करना है।‘ प्रधानमंत्री ने अपने संबोधन में आतंकवाद, पाकिस्तान और विभाजनकारी राजनीति का कोई जिक्र नहीं किया। कुछ ही दिनों पहले सुरक्षा बलों ने रैली को बाधित करने की मंशा से आतंकवादियों द्वारा सेना के एक शिविर पर हमले के प्रयास को रोक दिया था। न केवल आतंकियों के प्रयास को विफल किया गया, बल्कि आतंकियों का सफाया कर दिया गया और उनके समर्थकों को गिरफ्तार कर लिया गया। यह पाकिस्तान का हताशा भरा प्रयास था, जो कश्मीर में अपनी प्रासंगिकता जताने में विफल हो रहा है।

प्रधानमंत्री के दौरे के लिए बहुस्तरीय सुरक्षा तैयारी की गई थी। इस बीच, घाटी में निर्दोष नागरिकों, सुरक्षाकर्मियों पर निशाना साधते हुए हत्याएं और हमले जारी हैं। हालांकि स्थानीय लोगों की सोच में बदलाव आ रहा है। केंद्रीय योजनाएं शुरू करने के बाद उग्रवाद का समर्थन करने वाले लोग बहुत कम हैं। साथ ही, हवाला फंड को अवरुद्ध करने और पाकिस्तान समर्थक हुर्रियत को निष्क्रिय करने से पाक प्रायोजित आतंकवाद में कमी आ रही है। पाकिस्तान अधिकृत कश्मीर (पीओके) में आतंकियों के लॉन्च पैड की खबरें आती रहती हैं, लेकिन घुसपैठ में कमी आई है, क्योंकि सेना के जवान हाई अलर्ट पर हैं।

घुसपैठियों को स्थानीय लोगों से बहुत कम समर्थन मिल पा रहा है। आतंकवाद विरोधी अभियानों को सफलता मुख्य रूप से मुखबिरों के कारण मिली है। पिछले चार दिनों में, दस आतंकवादी, जिनमें से कई पाकिस्तानी नागरिक थे, घाटी में सिलसिलेवार मुठभेड़ों में मारे गए। खुफिया जानकारी इतनी सटीक थी कि निजी संपत्ति को कोई नुकसान नहीं हुआ। इसके अलावा आतंकियों से सहानुभूति रखने वालों में पुलिस के नए नियमों का भय भी है, जिसमें जानबूझकर आतंकियों को पनाह देने वालों की संपत्ति नष्ट करने का प्रावधान है। इस बीच, घाटी में रिकॉर्ड संख्या में पर्यटक आ रहे हैं। 

इससे क्षेत्र की अर्थव्यवस्था को मजबूती मिलेगी। पिछले दो वर्षों में जितने पर्यटक आए थे, उससे ज्यादा पर्यटक पिछले एक महीने में आए हैं। इसके साथ ही संयुक्त अरब अमीरात का एक प्रतिनिधिमंडल निवेश के लिए कश्मीर का दौरा कर रहा है। नई दिल्ली स्थित यूएई के राजदूत ऐसे ही एक प्रतिनिधिमंडल को लेकर प्रधानमंत्री के साथ सांबा यात्रा पर गए थे। यूएई की कंपनियों से अकेले घाटी में लगभग 38,000 करोड़ रुपये के निवेश की उम्मीद है। इससे दुनिया को एक संदेश जाता है कि कश्मीर अशांत नहीं है और घाटी में आतंकवाद बिल्कुल नियंत्रण में है।

खाड़ी से सीधी उड़ानों के साथ, कश्मीर खुद को वैश्विक पर्यटन के लिए खोल रहा है। ऐसा माहौल वर्षों से इस क्षेत्र में नहीं दिखा था। कश्मीर के राजनीतिक दलों ने केंद्र शासित प्रदेश सरकार द्वारा आयोजित निवेश सेमिनारों पर पहले आपत्ति जताई थी। उनका दावा था कि बाहरी लोग स्थानीय लोगों की जमीन हड़प लेंगे। इसका मकसद विकास को रोकना था। पर जब यूएई का प्रतिनिधिमंडल घाटी पहुंचा, तो राजनीतिक पार्टियां चुप हो गईं। उन्हें भी एहसास हो गया कि निवेश-विरोधी और विकास-विरोधी रवैया अब वोट हासिल करने का एजेंडा नहीं रह गया है।

प्रधानमंत्री द्वारा कई विकास परियोजनाओं का उद्घाटन करने और यूएई प्रतिनिधिमंडल के दौरे से स्थानीय राजनीतिक दलों को भी आगामी चुनाव में लोगों का समर्थन पाने के लिए अपने रुख में बदलाव लाने को मजबूर होना पड़ेगा। पाकिस्तान जानता है कि वह कश्मीर में विफल हो रहा है। उसकी हताशा तब दिखी, जब उसने प्रधानमंत्री की रैली को बाधित करने के लिए आतंकियों की घुसपैठ कराई। आशंका है कि हताशा में पाकिस्तानी सेना घाटी में निर्दोष लोगों पर हमले करने की कोशिश करेगी, ताकि यह दिखाया जा सके कि उनके पास अब भी समर्थन है।

गर्मी में हमेशा आतंकवादी सक्रिय होते हैं, और इसके विपरीत होने की संभावना नहीं है। हालांकि, सीमित घुसपैठ और स्थानीय समर्थन में कमी से हिंसा कम हो सकती है। सरकार द्वारा शुरू की गई जन हितैषी परियोजनाएं इस क्षेत्र को आगे बढ़ाएंगी। इस केंद्र शासित प्रदेश के लिए निवेश योजनाएं शुरू हो गई हैं और इन्हें रोका नहीं जा सकता, चाहे आगामी चुनावों में कोई भी सरकार सत्ता में आए। कश्मीर का विकास जारी रहेगा, और इसके सुरक्षा परिदृश्य में सुधार होगा।

यह क्षेत्र देश के बाकी हिस्सों के साथ हर मौसम में बेहतर कनेक्टिविटी का गवाह बनेगा, जिससे यह भारत का एक नंबर का पर्यटन स्थल बन जाएगा। जितना अधिक विकास होगा, उतना ही बेहतर एकीकरण होगा और पाकिस्तान समर्थित आतंकवाद का समर्थन उतना ही कम होगा। कश्मीर को आगे बढ़ाया जा रहा है। प्रधानमंत्री मोदी के ही शब्दों में उनकी मंशा है कि ‘दूरियां, चाहे दिल की हों, भाषा की हों, रीति-रिवाजों की हों या संसाधनों की, उन्हें खत्म करना आज हमारी बहुत बड़ी प्राथमिकता है।‘

During his visit to Samba, PM Modi spoke mainly on development in Kashmir. He inaugurated projects worth Rs 20,000 crores. These were intended to change connectivity to Kashmir, enhance employment and education opportunities. His emphasized that difficulties faced by earlier generations is the past, adding, ‘My youth, you will not live such a life of trouble. I assure this.’ The successful conduct of Panchayat elections in J and K changed belief in democracy as it brought involvement to grassroot levels. The PM stated, ‘This year’s Panchayati Raj Day, being celebrated in J&K marks a big change. It is a matter of great pride that when democracy has reached the grassroot level in J&K, I am interacting with you all from here.’ This was the first visit by the PM since the abrogation of article 370.

Inaugurated projects would provide an all-weather connectivity to the valley. With better connectivity the valley would witness greater investments. This was the government’s intent when the PM stated, ‘When I speak about ‘Ek Bharat, Shreshtha Bharat’, our focus is on connectivity and bridging distances. Our aim is to provide all-weather connectivity to Jammu and Kashmir.’ There was no mention of terrorism, Pakistan or divisive politics in the PM’s address.

All this while just a couple of days ago, security forces had blocked an attempt by terrorists to attack an army camp, hoping to disrupt the rally. The attempt failed and the terrorists were eliminated, their supporters arrested. It was a desperate attempt by Pakistan, which is failing in Kashmir to project its relevance. Simultaneously, there was a multi-layered security network in place for the visit of the PM.

Meanwhile in the valley targeted killings and attacks on innocent civilians, security personnel on duty and off-duty police personnel continue. Most of these attacks are involve random firing and lobbing of grenades from a distance. Simultaneously, there is a change in mindset of the local populace. With the incorporation of central schemes, those left supporting militancy are just a minority. At the same time with blocking of hawala funds and making the pro-Pakistan Hurriyat defunct, Pak sponsored terrorism is on the decline.

Reports of launch pads in POK being full continue to flow but infiltration is low as troops remain on high alert. Those infiltrated have limited local support. Success in anti-terrorist operations is mainly on account of human intelligence. In the past four days alone, ten terrorists, many of whom were Pak nationals were eliminated in a series of encounters in the valley. Such was the level of accurate intelligence that there was no loss to private property. There is also an added fear amongst terrorist sympathizers on new rules propagated by the police, which involve destroying property of those who knowingly provide shelter to terrorists.

Meanwhile the valley is witnessing record numbers of tourists. This would provide a boost to the region’s economy. Tourists in one month surpassed combined figures of the past two years. Simultaneously, delegations from UAE are visiting Kashmir for investments. The UAE ambassador in New Delhi along with one such delegation accompanied the PM on his visit to Samba. UAE firms are expected to invest approximately Rs 38,000 crore in the valley alone. This conveys a global message that these countries do not consider Kashmir to be disputed and that terrorism in the valley is well under control. With direct flights from the gulf, Kashmir is opening itself to global tourism. Such an environment was not visible in the region for years.  

Kashmir political parties had objected to earlier investment seminars conducted by the UT government. They claimed that outsiders would take over lands owned by locals. This was intended to block development. With delegations of the UAE arriving in the valley, these political parties are silent. They have also realized that anti-investment and anti-development are no longer vote winning agendas. With the PM inaugurating a host of developmental projects, as also accompanied by a UAE delegation, local political parties would be forced to change their tune to win local support in forthcoming elections. 

Pakistan is aware that it is failing in Kashmir. This desperation was evident when it infiltrated terrorists solely to disrupt the PM’s rally. There were reports of organized protests in POK against PM Modi’s visit to Jammu, not that it had any value. Pak media sought to fool its public by stating that there was a hartal in the valley, whereas the reality was the opposite. It is likely that in desperation the Pakistan army would seek to enhance terrorist attacks on innocents in the valley to convey that they still have support. Summers are always active with terrorism, and this is likely to be no different. However, with limited infiltration and reduction in local support, levels of violence could be low.  

 Projects commenced by the government benefitting the population will propel the region forward. Investment plans for the UT have begun to roll and cannot be stopped, no matter which government comes to power in forthcoming elections. Kashmir will continue to develop, and its security scenario improve. The region will witness better all-weather connectivity with the rest of the country, making it India’s No 1 tourist destination. The more the development, the better the integration, the lesser is support to Pak backed terrorism. Kashmir is being propelled forward. PM Modi’s intent, in his own words is, ‘Distances, whether of hearts, languages, customs or of resources, their elimination is our very big priority today.’
