Indo-China border issue (Hindi) Amar Ujala 12 Jul 2022

          The Indian foreign minister, S Jaishankar met his Chinese counterpart, Wang Yi, on the side-lines of a G 20 preliminary meeting in Bali, Indonesia, on Thursday. Jaishankar tweeted, ‘Focused on specific outstanding issues in our bilateral relationship pertaining to the border situation. Also spoke about other matters including students and flights.’ Notably, Jaishankar desisted from mentioning, ‘met my friend’ as is his norm when meeting his other counterparts. The MEA statement read, ‘The External Affairs minister called for an early resolution of all the outstanding issues along the LAC in Eastern Ladakh.’

          The Global Times quoted the Chinese foreign office on the meeting, ‘As important neighbours, India and China are capable of and willing to safeguard the peace and stability of the Indo-China border together.’ It added, ‘The overall situation on the China-India border is stable and the two sides agreed to resolve issues related to its western section, in line with the consensus reached by the two countries leaders and the agreement they signed.’ There is a difference in opinion between the two countries.  

Wang Yi, projecting the Chinese approach has repeatedly been stating that both sides ‘should put their border differences at a proper position in their bilateral relations and stick to the right direction of China-India ties.’ It has been insisting that resolving the border should not be at the cost of other ties. India has always reiterated that unless the situation at the LAC is restored to pre-Apr 2020 positions, there can be no normalcy in relations.

          While addressing the Shangri-la Dialogue in Jun this year, Chinese defence minister, General Wei Fenghe, accused India for the Ladakh standoff. He stated, ‘But on frictions along the border areas, the merit of the issue is clear. I personally experienced the start and end of the frictions as Defence minister. We have found a lot of weapons owned by the Indian side. They have also sent people to the Chinese side of the territory.’ India has on the contrary, blamed China for the ingress.

Fenghe also added, ‘We have had 15 rounds of talks at commander level with the Indians and we are working together for peace in this area.’ No date has been agreed to for the 16th round. India believes that China is unwilling to accept fresh military-level talks. Both nations have deployed over 60,000 troops each in Ladakh and concentrated on enhancing infrastructure to counter any offensive plans by the other. While India has always maintained troops in Ladakh, China has been compelled to build infrastructure to house its own. It is aware that India possesses the capability to launch an offensive and embarrass it. The Chinese myth was broken by Galwan.

          India has also not been silent on the diplomatic front. It has made its intentions clear. The unannounced visit of the Chinese foreign minister to India in Mar 2022 was aimed at gauging whether the Indian PM would attend an in-person meeting of the BRICS leaders in China. With India firm in its response, the meeting was amended to an on-line mode. Non-attendance of India would have damaged Chinese reputation as the current chairperson of BRICS.

The Chinese ambassador to India, Sun Weidong, who writing in a full-page advertisement in a popular Indian daily a fortnight ago, stated that the presence of the Indian PM, in the summit, displayed India’s support to China’s chairmanship. India also blocked the participation of China’s key ally, Pakistan, in the ‘High-level Dialogue on Global Develop­ment,’ held on the side-lines of the BRICS summit, hurting Pakistan’s sentiments. China had no choice as India could cancel attendance in case it had insisted on Pakistan’s presence. Simultaneously, it did not permit Chinese accusations of the west of utilizing sanctions as a tool of war to be included in the joint statement.

PM Modi has, for the second consecutive year, wished the Dalai Lama on his birthday. This year he spoke to him on the phone and tweeted, ‘Conveyed 87th birthday greetings to His Holiness the Dalai Lama over phone earlier today. We pray for his long life and good health.’ This was against the earlier Indian policy of ‘One China.’ China has considered the Dalai Lama as a ‘splittist’, while India looks on him as a religious leader. Between Doklam and Ladakh, the Modi government had banned BJP members from attending any Tibetan events. This move by PM Modi indicates that India will alter its one-China philosophy, in case China continues to refuse to diffuse the border crisis.

Simultaneously, there were raids on 44 Indian offices of VIVO, the Chinese mobile company. The company has been accused of money laundering. It was reported that two senior members of the company have fled India, fearing arrest. The Chinese foreign office urged India to provide a fair, just and non-discriminatory business environment for Chinese firms, which India ignored. Earlier the enforcement directorate had seized assets worth Rs 5551 crores of another Chinese smartphone giant, Xiaomi, under the foreign exchange management act.

India further displayed its diplomatic aggressiveness by announcing that it is considering J and K for preliminary meetings of the G 20, whose presidency it assumes in December. China backed Pakistan in its objections to this announcement. Chinese foreign office spokesperson stated, ‘we call on relevant sides to focus on economic recovery and avoid politicising the relevant issue (J and K).’ He added, ‘whether we attend the meeting, we will look into that.’

Simultaneously, China defended its China-Pakistan Economic Corridor transiting through disputed territory by claiming it to be an economic program, not linked to military or diplomatic activities. India did not respond verbally to China but hit it further by adding Ladakh as another possible destination. This has irked Chinese sentiments. It has yet to respond.

While the military standoff continues with no end in sight, India is exploiting its diplomatic and financial power to counter China. India is aware that it has more diplomatic global clout than China and possesses the capacity to hurt China. This ability flows from the belief that the Indian military will hold the Chinese at bay in Ladakh as also along the LAC.      

विदेशमंत्री एस. जयशंकर ने विगत बृहस्पतिवार को इंडोनेशिया के बाली में जी-20 की बैठक के दौरान अपने चीनी समकक्ष वांग यी से मुलाकात के बाद ट्वीट किया था, ‘बातचीत के दौरान सीमा की स्थिति से संबंधित हमारे द्विपक्षीय संबंधों में महत्वपूर्ण मुद्दों पर ध्यान केंद्रित किया गया। साथ ही छात्रों और उड़ान समेत अन्य मामलों पर भी बात की।’ जयशंकर ने यह नहीं लिखा, ‘अपने मित्र से मिला’, जैसा कि आम तौर पर वह लिखते हैं। विदेश मंत्रालय के बयान में कहा गया है, ‘विदेशमंत्री ने पूर्वी लद्दाख में वास्तविक नियंत्रण रेखा (एलएसी) के साथ सभी  मुद्दों के शीघ्र समाधान का आह्वान किया।’

ग्लोबल टाइम्स ने बैठक के बारे में चीनी विदेश मंत्रालय के हवाले से कहा है, ‘भारत और चीन एक साथ सीमा पर शांति और स्थिरता की रक्षा करने में सक्षम और इच्छुक हैं। चीन- भारत सीमा पर स्थिति स्थिर है और दोनों पक्षों ने दोनों देशों के नेताओं की सहमति और उनके द्वारा हस्ताक्षरित समझौते के अनुरूप, इसके पश्चिमी खंड से संबंधित मुद्दों को हल करने पर सहमति व्यक्त की।’ जाहिर है, दोनों देशों की राय में अंतर है। वांग यी, चीनी दृष्टिकोण को पेश करते हुए कहते रहे हैं कि दोनों पक्षों को ‘अपने द्विपक्षीय संबंधों में अपने सीमा मतभेदों को उचित ढंग से रखना चाहिए और चीन-भारत संबंध सही दिशा में होने चाहिए।’ चीन इस पर जोर देता रहा है कि सीमा का समाधान दूसरे संबंधों की कीमत पर नहीं होना चाहिए। जबकि भारत ने हमेशा दोहराया है कि जब तक वास्तविक नियंत्रण रेखा पर अप्रैल, 2020 से पहले की स्थिति बहाल नहीं हो जाती, तब तक संबंध सामान्य नहीं हो सकते।

पिछले महीने शांगरी-ला डायलॉग में चीनी रक्षामंत्री जनरल वेई फेंघे ने लद्दाख में गतिरोध के लिए भारत को जिम्मेदार ठहराया था। उन्होंने कहा था कि ‘सीमावर्ती क्षेत्रों में संघर्ष से यह स्पष्ट है। रक्षामंत्री के रूप में मुझे व्यक्तिगत रूप से इस टकराव की शुरुआत और अंत का अनुभव हुआ। हमें बहुत सारे भारतीय हथियार मिले हैं। उन्होंने अपने लोगों को चीनी क्षेत्र में भी भेजा है।’ जबकि भारत ने घुसपैठ के लिए चीन को जिम्मेदार ठहराया है। फेंघे ने यह भी कहा कि ‘ भारत के साथ हमारी कमांडर स्तर की 15 दौर की बातचीत हो चुकी है और हम शांति के लिए मिलकर काम कर रहे हैं।’

16वें दौर की बातचीत के लिए किसी तारीख पर सहमति नहीं बनी है। भारत का मानना है कि चीन नए सिरे से सैन्य स्तर की वार्ता स्वीकार करने को तैयार नहीं है। दोनों देशों ने लद्दाख में 60,000 से अधिक सैनिक तैनात किए हैं और एक-दूसरे की किसी भी आक्रामकता का मुकाबला करने के लिए बुनियादी ढांचा बढ़ाने पर जोर दे रहे हैं। लद्दाख में भारतीय सैनिक हमेशा ही रहते आए हैं, वहीं चीन को अपने सैनिकों के रहने के लिए निर्माण कार्य करने पर मजबूर होना पड़ा। चीन जानता है कि भारत के पास आक्रामक हमला करने और उसे शर्मिंदा करने की क्षमता है। गलवान में चीनी वर्चस्ववाद का मिथक टूट भी गया। कूटनीतिक मोर्चे पर भी भारत चुप नहीं है। विगत मार्च में चीनी विदेशमंत्री की भारत की अघोषित यात्रा का उद्देश्य यह पता लगाना था कि क्या भारतीय प्रधानमंत्री चीन में ब्रिक्स नेताओं की बैठक में व्यक्तिगत तौर पर भाग लेंगे।  भारत की मनाही के बाद बैठक को ऑनलाइन मोड में आयोजित किया गया। भारतीय प्रधानमंत्री के बीजिंग न जाने से ब्रिक्स के वर्तमान अध्यक्ष के रूप में चीनी प्रतिष्ठा को नुकसान पहुंचा है।

भारत ने ब्रिक्स शिखर सम्मेलन से अलग हटकर आयोजित होने वाली ‘वैश्विक विकास पर उच्च स्तरीय वार्ता’ में चीन के प्रमुख सहयोगी पाकिस्तान की भागीदारी भी रोक दी। चीन के पास कोई विकल्प नहीं था, क्योंकि पाकिस्तान की मौजूदगी पर जोर देने पर भारत बैठक में हिस्सा लेने से मना कर सकता था। भारत ने संयुक्त बयान में पश्चिम द्वारा प्रतिबंधों को युद्ध के औजार के रूप में इस्तेमाल करने का आरोप लगाने की भी अनुमति नहीं दी। प्रधानमंत्री मोदी ने लगातार दूसरे वर्ष दलाई लामा को उनके जन्मदिन पर बधाई दी। इस बार उन्होंने उनसे फोन पर बात की। यह ‘वन चाइना’ की भारत की पूर्व नीति के खिलाफ था। चीन दलाई लामा को ‘विभाजनकारी’ मानता है, जबकि भारत उन्हें एक धार्मिक नेता के रूप में देखता है। दोकलाम और लद्दाख गतिरोध के बीच मोदी सरकार ने किसी भी तिब्बती आयोजन में भाजपा सदस्यों के शामिल होने पर प्रतिबंध लगा दिया था। पर प्रधानमंत्री मोदी के इस कदम से संकेत मिलता है कि अगर चीन सीमा संकट के समाधान से इनकार करता रहा, तो भारत अपनी ‘वन चाइना’ नीति को बदल देगा।

आगे भारत ने यह घोषणा करते हुए अपनी आक्रमकता दिखाई कि वह अगले साल जी-20 की, जिसकी अध्यक्षता वह दिसंबर में संभालने वाला है,  बैठक जम्मू-कश्मीर में आयोजित करने पर विचार कर रहा है। चीन ने इस पर पाकिस्तान की आपत्ति का समर्थन किया। चीनी विदेश मंत्रालय के प्रवक्ता ने कहा कि ‘हम आर्थिक सुधार पर ध्यान केंद्रित करने और प्रासंगिक मुद्दे (जम्मू-कश्मीर) के राजनीतिकरण से बचने के लिए संबंधित पक्षों से आह्वान करते हैं।’ उन्होंने आगे कहा, ‘हम बैठक में भाग लेंगे या नहीं, उस पर गौर करेंगे।’ साथ ही, चीन ने विवादित क्षेत्र से गुजरने वाले अपने चीन-पाकिस्तान आर्थिक गलियारे का बचाव यह दावा करते हुए किया कि यह एक आर्थिक कार्यक्रम है, जो सैन्य या राजनयिक गतिविधियों से जुड़ा नहीं है। भारत ने मौखिक रूप से चीन को जवाब नहीं दिया, पर लद्दाख को एक और संभावित गंतव्य के रूप में जोड़कर पलटवार किया। इससे चीन की भावनाएं भड़क उठी
हैं और उसकी प्रतिक्रिया आना बाकी है।

भारत-चीन के बीच सैन्य गतिरोध भले ही जारी है, पर चीन का मुकाबला करने के लिए भारत अपनी कूटनीतिक एवं वित्तीय शक्ति का प्रयोग कर रहा है। भारत जानता है कि चीन की तुलना में उसके पास ज्यादा कूटनीतिक वैश्विक दबदबा है और वह चीन को चोट पहुंचाने की क्षमता रखता है। यह क्षमता इस भरोसे पर टिकी है कि भारतीय सेना लद्दाख के साथ वास्तविक नियंत्रण रेखा पर चीनी सैनिकों को रोक देगी।
