रूस की रणनीति : यूक्रेन झुकेगा तभी खत्म होगा युद्ध, पुतिन के बयान के मायने Amar Ujala 04 Mar 2022

यूक्रेन पर रूसी हमले का दूसरा सप्ताह शुरू हो गया है और रूसी सेना लगातार यूक्रेन की राजधानी कीव सहित अन्य शहरों पर कब्जा जमाने की कोशिश में लगी हुई है। हालांकि रूसी राष्ट्रपति पुतिन ने आधिकारिक तौर पर इसे युद्ध नहीं कहा है, बल्कि अपने आक्रमण को यूक्रेन का अ-सैन्यीकरण और अ-नाजीकरण बताया है।

उन्होंने यूक्रेन के नेतृत्व पर नव-नाजी और ड्रग एडिक्ट होने का आरोप लगाते हुए वहां की सेना से अपील की है कि अगर वे यूक्रेन में शांति चाहते हैं, तो अपने देश के मौजूदा शासन को उखाड़ फेंके। वास्तव में उनकी चिंता यूक्रेन के पश्चिम की ओर झुकाव को लेकर है। पश्चिम जानता है कि वह आधिकारिक रूप से युद्ध में शामिल नहीं है, लेकिन युद्ध नाटो की विस्तार नीतियों पर ही हो रहा है, जिसमें यूक्रेन बलि का बकरा है।

दूसरा हफ्ता चलने के बावजूद युद्ध के खत्म होने के आसार नजर नहीं आ रहे। रूसी सैनिकों की गति शुरू में तेज थी, लेकिन जैसे-जैसे वे प्रमुख शहरों में प्रवेश कर रहे हैं, उनकी गति थोड़ी धीमी हो गई है। वे सड़क पर लड़ाई करने से बच रहे हैं, जिसके परिणामस्वरूप दोनों पक्षों के नागरिकों और सैनिकों को भारी नुकसान हो रहा है। इससे सुलह वार्ता में भी देरी हो सकती है। यूक्रेन उन शहरों में रूसी सैनिकों को रोक रहा है, जहां स्थानीय सैनिक लाभ की स्थिति में हैं।

हालांकि शहरों पर कब्जा करने और यूक्रेन को वार्ता के लिए बाध्य करने के लिए तोप और मिसाइल हमले बढ़ गए हैं, जिससे हताहत नागरिकों की संख्या में वृद्धि हो रही है। यह तब है, जब रूसी सेना कह रही है कि वह नागरिकों को निशाना नहीं बना रही। अपने देश को बचाने के लिए यूक्रेन के लोग अपनी सेना के साथ युद्ध लड़ रहे हैं। सवाल उठ रहा है कि युद्ध खत्म करने को लेकर पुतिन के मन में क्या है और क्या यूक्रेन एवं पश्चिमी देश रूस की शर्त मानने के लिए तैयार होंगे।

यूक्रेन के राष्ट्रपति वोलोदिमीर जेलेंस्की ने दावा किया है कि वह रूसियों के प्राथमिक निशाने पर हैं। रूस उनकी सरकार को उखाड़कर वहां पूर्व राष्ट्रपति विक्टर यानकोविच के नेतृत्व में रूस-समर्थक सरकार लाना चाह रहा है, जो फिलहाल रूस में निर्वासन में हैं। पुतिन ने हालांकि आधिकारिक तौर पर कहा है कि यूक्रेन पर कब्जा करने का उनका कोई इरादा नहीं है, बल्कि वह वहां शासन में बदलाव चाहते हैं, जो रूस के प्रति उत्तरदायी हो। पुतिन ने बार-बार नाटो के पूर्व की ओर विस्तार का विरोध किया था और उन्होंने उससे 1997 से पहले की स्थिति में लौटने की मांग की थी, क्योंकि इससे रूस के लिए खतरा बढ़ रहा था।

क्रीमिया पर कब्जे और वर्ष 2014 में दोनेत्स्क एवं लुहांस्क को स्वतंत्र देश घोषित करने के बाद यूक्रेन यूरोपीय संघ एवं नाटो में शामिल होने पर जोर दे रहा था। इस हमले का मुख्य उद्देश्य नाटो के विस्तार को रोकना और यूक्रेन को वापस रूसी नियंत्रण में लौटाना सुनिश्चित करना है। निस्संदेह यह संदेश जोरदार ढंग से दिया गया है। यूक्रेन के लिए पुतिन की शर्तें ये थीं कि वह किसी भी रूस विरोधी खेमे में शामिल न होकर तटस्थता की घोषणा करे और क्रीमिया और उसके अलग गणराज्यों के रूसी अधिग्रहण को भी मान्यता दे।

इसके अलावा वह अपने सैनिक न रखे और सुरक्षा के लिए रूस पर निर्भर रहे। इसका मतलब यह होगा कि यूक्रेन रूस के लिए सैन्य खतरा नहीं होगा और उसे व्यापक सुरक्षा संधि संगठन (सीएसटीओ) में शामिल किया जाएगा, जो पूर्व सोवियत संघ देशों के लिए बनाया गया था और रूस द्वारा नियंत्रित होता था। वर्ष 2013-14 की शीतकालीन क्रांति के बाद यूक्रेन की जनता ने खुद को रूसी प्रभुत्व वाले पूर्वी के बजाय पश्चिमी यूरोप का हिस्सा माना है। उनका मानना है कि यूरोप से जुड़कर उनका बेहतर विकास होगा। दूसरी तरह पश्चिमी यूरोप को रूस पर भरोसा नहीं है।

उसका मानना है कि रूस पश्चिम की तरफ अपना विस्तार करना चाह रहा है और मध्य यूरोप पर प्रभुत्व चाहता है। पश्चिम ने रूस को युद्ध विराम के लिए बाध्य करने की खातिर कई प्रतिबंध लगाए हैं, लेकिन ऐसा होने की संभावना नहीं है। प्रतिबंधों के दबाव में या घरेलू विरोध के चलते सैन्य अभियान रोकने से पुतिन के नेतृत्व पर असर पड़ेगा और उनकी वैश्विक व राष्ट्रीय छवि खराब होगी। इसलिए यह युद्ध तब तक चलेगा, जब तक यूक्रेन रूस की मांग मान नहीं लेता। इसके लिए यूक्रेन को रूसी शर्तों को स्वीकार करने के लिए बाध्य करना होगा, जो वर्तमान में जारी है।

बेलारूस की सीमा पर रूस और यूक्रेन के बीच दो दौर की वार्ता बेनतीजा रही है। यूक्रेन ने प्रतिरोध जताते हुए क्रीमिया, दोनेत्सक, लुहांस्क सहित अपने सभी क्षेत्रों से रूसी सेना हटाने की मांग की है, जो रूस को अस्वीकार्य है। वार्ता समाधान की तरफ तभी बढ़ेगी, जब रूस यूक्रेन के अस्तित्व के लिए खतरा पैदा कर देगा। पुतिन इसी तरह से इस युद्ध के खात्मे का मन बना रहे हैं।

अमेरिका के नेतृत्व में नाटो ने यूक्रेन में सैन्य दखल देने से इनकार कर दिया है, हालांकि वह यूक्रेनी सेना को हथियार दे रहा है। यूक्रेन रूस की शक्तिशाली सेना के खिलाफ अकेले लड़ रहा है। पुतिन के लिए यह सुनिश्चित करने का मामला है कि उनके मजबूत विचारों को बरकरार रखा जाए। इसके लिए यूक्रेन को झुकना होगा। यह कब होगा, यह देखने वाली बात है। रूस की सेना को अनिश्चित काल तक पीछे धकेलने की शक्ति यूक्रेन के पास नहीं है।

मानवता के लिहाज से युद्ध गलत है, लेकिन रूस के राष्ट्रीय सुरक्षा नजरिये से देखें, तो यह जायज है। चूंकि अमेरिका और नाटो रूसी चिंताओं को दूर करने के लिए तैयार नहीं हैं, इसलिए यूक्रेन पीड़ा भोगने के लिए बाध्य है। युद्ध में शामिल सभी पक्ष बेगुनाह लोगों की मौत के लिए जिम्मेदार हैं। सभी एक-दूसरे पर आरोप लगाते हैं, लेकिन युद्ध का खामियाजा केवल निर्दोष नागरिक ही  भुगतते हैं।

Post his pre-dawn television address on 24th Feb, Putin’s forces invaded Ukraine. The operation was launched with a barrage of air, missiles and artillery strikes followed by the rolling of armoured columns into Ukraine simultaneously from Russia, Crimea and Belarus. The flat terrain supports mobile warfare. Putin has not officially launched war but termed his invasion as ‘de-militarization and de-Nazification’ of Ukraine. He has accused the Ukrainian leadership of being neo-Nazis and drug addicts and has requested the Ukrainian army to overthrow the current regime if it seeks peace. In reality, his concern was the tilting of Ukraine towards the west, ignoring Russian concerns. The west is aware that though they are not officially involved in the conflict, the war is over NATO’s expansionist policies, with Ukraine being a scapegoat.   

The war has entered its second week, with no end in sight. Russian advance, initially fast is now being slowed as they attempt to enter major cities. It is hoping to avoid street to street fighting which could result in high casualties to civilians and soldiers on both sides. It could also delay resolution talks with Ukraine while bogging down Russian troops in cities where local soldiers have an advantage. Urban warfare is best avoided.

However to subdue cities and push Ukraine to accept talks, artillery and missile attacks are on the rise, leading to an increase in civilian casualties. This, despite the Russian military stating it is not targeting civilians. Ukrainian civilians have joined their army in defending the country from Russians. The question being raised is what would be the end state that Putin has in mind and whether Ukraine and the west would accept Russian terms.

The Ukrainian President, Volodymyr Zelensky, has claimed that he is the primary target of the Russians, and they seek to overthrow his government, replace it with a pro-Russian government, possibly led by its earlier President, Viktor Yanukovych, currently in exile in Russia. Putin has officially stated he has no desire to occupy Ukraine but desires a regime change, which is amenable to Russian influence. Putin had repeatedly objected to NATO’s Eastward advance as it was increasing threats to Russia and demanded it rollback to its pre 1997 status.

Ukraine, which post the annexation of Crimea and declaration of independent republics of Donetsk and Luhansk in 2014, was pushing to join the EU and NATO, moving away from Russia. This invasion was primarily aimed at stopping NATO expansion and ensuring Ukraine is back under Russian control. There is no doubt the message has gone home.

Putin’s terms to Ukraine were that in addition to announcing neutrality by not joining any anti-Russia block it would also recognize Russia’s takeover of Crimea and its breakaway republics. Further, it would demilitarize, making it dependent on Russia for security. This would imply that apart from not being a military threat it would be pushed to join CSTO (Comprehensive Security Treaty Organization), created for ex-USSR states and controlled by Russia. The Ukrainian public, post the winter 2013-14 revolution, have considered themselves as a part of western Europe rather than Russian dominated Eastern. They believe that their development would be better by being aligned to Europe rather than Russia. The west, on the contrary, does not trust Russia. It believes that Russia seeks to expand westwards and dominate Central Europe.   

The west has imposed multiple sanctions on Russia aiming to push it towards a ceasefire, which is unlikely. Any nation, preparing for war, against the global order, would have considered sanctions which would be imposed and worked to offset them. Stopping operations due to pressure of sanctions or even internal protests would impact Putin’s leadership and dent his global and national image. Thus, war would continue till Ukraine accedes to Russian demands. For this, Ukraine has to be pushed to the brink to accept Russian conditions. This is currently on, alongside Ukraine accepting talks.

Current discussions between Russia and Ukraine are being held on the Belarus border. The first two rounds have failed to yield results, with Ukraine displaying defiance and demanding Russia withdraw from all its territories including Crimea and the two breakaway republics of Donetsk and Luhansk, which is unacceptable to Russia. These talks would only move towards resolution when Russia creates an environment of threat to Ukraine’s existence as a state. Thus, Putin would be aiming for this end state.

With US led NATO refusing to intervene militarily in Ukraine, while providing it with weapons, Russia is being forced to battle on, while Ukraine fights alone against an army far larger and more powerful. With time, barrage of artillery and missiles would increase aiming to push Ukraine to its knees and accept Russian terms. Casualties would increase as Russia would seek early subjugation of Ukraine. Russia’s refusal to discuss with NATO and their unwillingness to roll back their expansion plans, Ukraine is the scapegoat to accept Russian terms. For Putin, it is a matter of ensuring his strong views are upheld. For this, Ukraine has to bend. When will this happen is a matter of time. Ukraine does not possess the military power to push back Russia indefinitely.

From a humanitarian view the war is wrong. From Russia’s national security perspective, it is justified. With the US and NATO unwilling to address Russian concerns, Ukraine is forced to suffer, and fend for itself. All sides involved in the conflict are responsible for the loss of innocent lives. However, each will blame the other, and project their views as right. The only sufferers will be innocent civilians.
