Military cooperation and Indo-Russian summit Amar Ujala 09 Dec 2021

          हाल ही में संपन्न हुई भारत-रूस की शिखर बैठक से, जिसमें वैश्विक घटनाओं पर विचार-विमर्श के अलावा 2+2 संवाद की भी शुरुआत हुई, रक्षा क्षेत्र में द्विपक्षीय सहयोग में और वृद्धि ही होगी। शिखर बैठक में अलग-अलग क्षेत्रों से संबंधित 99 बिंदुओं पर साझा सहमति बनी, तो अंतरिक्ष से लेकर रक्षा और दूसरे क्षेत्रों से जुड़े 28 सहमति पत्रों पर दस्तखत किए गए। भारत और रूस के रिश्ते मुख्यतः रक्षा सहयोग पर ही आधारित हैं, जबकि दोनों के बीच का व्यापार महज 10 अरब डॉलर तक सिमटा हुआ है। 

 

 

2+2 संवाद के बाद दोनों देशों के रक्षा मंत्रियों ने सैन्य और सैन्य तकनीकी सहयोग पर भारत-रूस अंतर्सरकारी आयोग की 20वीं बैठक में भी हिस्सा लिया। उसी बैठक में विभिन्न समझौतों पर दस्तखत किए गए। रक्षा मंत्री राजनाथ सिंह ने कहा, ‘आत्मनिर्भरता के लिए अधिक सैन्य तकनीकी सहयोग तथा आधुनिकतम शोध और रक्षा उपकरणों के साझा विकास व उत्पादन पर हमारा अधिक जोर है।उल्लेखनीय है कि रूस के साथ मिलकर भारत रक्षा क्षेत्र में साझा उद्यम खड़ा करना चाहता है।

 

 

अमेरिका द्वारा सीएएटीएसए (काउंटरिंग अमेरिकन एडवरसरीज थ्रू सैंक्शन्स ऐक्ट) लगाने की धमकी के बावजूद भारत-रूस के बीच एस-400 मिसाइलों के सौदे दोनों देशों के रिश्तों के नए आयाम के बारे में बताते हैं। रूस के नेतृत्व ने इसकी तारीफ की, जब रूसी विदेश मंत्री लैवरोव ने कहा  कि हमारे भारतीय दोस्तों ने स्पष्ट तौर पर और ठोस रूप में बता दिया कि वे एक संप्रभु राष्ट्र हैं। वही तय करेंगे कि वे कौन-से हथियार खरीदेंगे तथा रक्षा व दूसरे क्षेत्रों में उनका साझेदार कौन होगा।

 

भारतीय सुरक्षा बलों के पास जो रक्षा उपकरण हैं, उनमें से 60 प्रतिशत के पुर्जे रूस से आते हैं। जैसा कि भारतीय विदेश सचिव हर्ष शृंगला ने एक बार कहा भी था कि बगैर रूसी कल-पुर्जों के न तो हमारे विमान उड़ पाएंगे, न ही समुद्र में हमारे जहाजों का चलना संभव है।अभी खत्म हुई शिखर बैठक में इस पर सहमति बनी कि रूस भारतीय रक्षा उत्पादों के कल-पुर्जों के भारत में ही उत्पादन में सहयोग करेगा, जिससे आत्मनिर्भर भारत के अभियान को रफ्तार मिलेगी। 

 

रक्षा उत्पादों के पुर्जों की उपलब्धता सुनिश्चित करने के लिए एक देश द्वारा अपने कूटनीतिक प्रावधान ढीले करना ही यह बताने के लिए काफी है कि भारत और रूस के बीच के रिश्ते किस तरह के हैं। इस संबंध में जारी साझा बयान कहता है, ‘दोनों पक्ष तकनीकी हस्तांतरण और साझा उद्यमों की स्थापना के जरिये विभिन्न कल-पुर्जों, उपकरणों, रक्षा निर्माण और दूसरे उत्पादों के मेक इन इंडिया के तहत भारत में ही रूसी कंपनियों के हथियारों और रक्षा उपकरणों के निर्माण के लिए सहमत हुए हैं।‘ 

 

इस दौरान जो दूसरा सबसे बड़ा फैसला लिया गया, वह है तकनीकी हस्तांतरण समझौते के जरिये भारत में एके-203 राइफलों के उत्पादन पर बनी सहमति। इस समझौते के तहत भारत अमेठी स्थित आयुध निर्माण फैक्टरी में छह लाख राइफल तैयार करेगा। इस समझौते पर दोनों देशों के बीच लंबे समय से बातचीत चल रही थी। रक्षा क्षेत्र में तकनीकी हस्तांतरण न केवल दुर्लभ है, बल्कि यह तभी संभव है, जब दो देशों के बीच गहरी समझदारी हो।

 

शिखर बैठक में हालांकि सैन्यतंत्र सहयोग और साझा आदान-प्रदान समझौते पर सहमति नहीं बन पाई, क्योंकि यह कहा गया कि इस विषय पर अंतिम निर्णय लेने से पहले और विचार-विमर्श की आवश्यकता है। गौरतलब है कि अमेरिका और जापान के साथ भारत यह समझौता कर चुका है। इस समझौते से जरूरत के समय दूसरे देशों के सुरक्षा बलों की मदद की जा सकती है। रूस के साथ यह समझौता हो जाने पर जहां भारत आर्कटिक क्षेत्र में रूसी सैन्य बेस का लाभ उठा सकेगा, वहीं रूस भारतीय सैन्य बेसों का लाभ उठाते हुए हिंद महासागर में अपने सैन्य अभियान संचालित कर सकेगा। बैठक में सैन्य तकनीकी सहयोग समझौते को और दस साल बढ़ाने पर सहमति बनी। 

 

भारत और रूस एक दूसरे की धरती पर साझा सैन्य अभियानों का संचालन करते हैं। भारत ने सभी रूसी सैन्य अभियानों में भाग तो लिया ही है, इसने द्वितीय विश्वयुद्ध में मारे गए सैनिकों के सम्मान में मास्को में आयोजित सम्मेलन में भी हिस्सेदारी की थी। इस मुद्दे पर पुतिन का कहना था, ‘हम भारत और रूस, दोनों ही देशों में साझा सैन्याभ्यास का आयोजन करते रहे हैं। इस मामले में भारत की प्रशंसा करनी चाहिए, जिसे इस मामले की गहरी समझ है। हम इस विषय पर आगे भी लगातार काम करना चाहते हैं।‘ 

 

ज्यादा महत्वपूर्ण यह है कि दोनों ही देशों ने अफगानिस्तान, दक्षिण पूर्व एशिया, पश्चिम एशिया और हिंद-प्रशांत क्षेत्र में सुरक्षा के मुद्दे पर विस्तार से विमर्श किया। बैठक में भारत ने जहां चीन से आने वाले खतरों के प्रति रूस का ध्यान आकर्षित कराया, वहीं रूस ने यूक्रेन और पोलैंड-बेलारूस पर अपने रुख के बारे में बताया। इसी कारण रूस को पश्चिमी देशों के खिलाफ खड़ा होना पड़ा है। शिखर बैठक में यह बात स्पष्ट होकर सामने आई कि दोनों देश वैश्विक मुद्दों पर एक दूसरे का समर्थन पाने के आकांक्षी हैं।

 

भारत और रूस के बीच कुछ मुद्दों पर असहमति है, तो कुछ विषय चिंतित करने वाले भी हैं। इनमें सबसे महत्वपूर्ण यह कि अमेरिकी नेतृत्व वाले क्वाड और ऑकस (ऑस्ट्रेलिया, ब्रिटेन और अमेरिका) जैसे गठजोड़ों पर रूस की अपनी चिंताएं हैं। रूस इन गठजोड़ों को चीन के लिए खतरनाक, हिंद-प्रशांत क्षेत्र में तनाव बढ़ाने वाला और आसियान देशों की निष्पक्षता के लिए चुनौती भरा मानता है। जबकि इस पर भारत के विचार अलग हैं और अपनी जमीन पर चीनी आक्रामकता के कारण वह पूरी तरह अमेरिका के पाले में है। 

 

दूसरी ओर, अमेरिका द्वारा लगाए गए प्रतिबंधों के कारण रूस धीरे-धीरे चीन के साथ होता गया है। इन सबके बावजूद शिखर बैठक से यह संदेश सामने आया कि भारत-रूस के रक्षा संबंध मजबूत बुनियाद पर खड़े हैं और कुछ मुद्दों पर दोनों के अलग-अलग खेमे में होने के बावजूद इस रिश्ते पर उसका असर नहीं पड़ने वाला। बैठक ने यह भी बताया कि दोनों देशों को कई चुनौतियों से निपटना होगा। और सबसे बड़ी बात यह कि दोनों देशों के शीर्ष नेताओं के बीच गर्मजोशी और विश्वास रिश्तों में स्थिरता के बारे में आश्वस्त करता है।

The recently concluded Indo-Russian summit, which also included the inaugural 2+2 dialogue, enhanced collaboration between the two nations in the defence sector, apart from sharing perspectives on global events. The summit concluded with a 99-point agreement covering a vast array of issues. There were 28 MOUs signed spread from space to defence. India-Russia relations have been largely based on defence collaboration, while trade remains limited to about USD 10 Billion.

          Following the 2+2 dialogue the two defence ministers also conducted the 20th meeting of the India-Russia Inter-Governmental commission on military and military technical cooperation. It was in this meeting that multiple agreements were signed. Rajnath stated, ‘we urge greater military technical collaboration, advanced research, co-development and co-production of defence equipment leading to self-reliance of India.’ India is seeking joint ventures for defence production with Russia.  

The S 400 missile deal between India and Russia, despite threats of sanctions under CAATSA (Countering American Adversaries Through Sanctions Act), was a turning point in their relations. This was appreciated by the Russian leadership, when the Russian foreign minister, Lavrov, stated, ‘Our Indian friends clearly and firmly explained that they are a sovereign country. They will decide whose weapons to buy and who is going to be a partner of India in this and in other areas.’

India armed forces currently have 60% of their equipment of Russian origin for which spares flow from Russia. As the Indian Foreign Secretary, Harsh Shringla, had once stated, ‘without Russian spares our aircraft won’t fly, and our ships would not sail.’ In the current summit it was agreed that Russia would support production of spare parts of its origin equipment in India, adding to Atmanirbhar Bharat. For a nation to surrender its diplomatic leverage by controlling availability of spares displays the close bond between the two nations. The statement on this read, ‘both sides agreed to take forward ongoing engagements to encourage joint manufacturing in India of spare parts, components, aggregates and other products for maintenance of Russian origin Arms and defence equipment under Make-in-India program through transfer of technology and setting up of joint ventures.’

Another major deal which was concluded was the manufacture of AK 203 rifles in India under a technology transfer agreement. Under the agreement India would produce 600,000 rifles at its ordnance factory in Amethi. This deal had been under discussion between the nations for a prolonged duration. Technology transfer in defence equipment is rare and done only when there is a close understanding between nations.

However, the Reciprocal Exchange of Logistical Support agreement could not be signed as it was announced that further discussions were essential before it could be finalized. This agreement has already been inked between India and the US as also with Japan. This would enable provision of logistics support to forces of the other country. For India it would open Russian bases in the Artic and for Russia an opportunity to operate in the Indian Ocean exploiting Indian bases. The military technical cooperation agreement was also extended for another ten years.

India and Russia have been conducting joint exercises on each other’s soil. India has participated in all Russian exercises as also the parade in Moscow in honour of those who died during the second world war. On the subject Putin stated, ‘We are conducting joint military exercises both in India and in Russia. We are grateful to you for your understanding of this component of our work, we intend to continue working in this direction.’ More importantly, both sides discussed common security concerns, including Afghanistan, SE Asia, Middle East and the Indo-Pacific. India projected its threats flowing from China, while Russia covered its perspective on the Ukraine and Poland-Belarus scenario, which has pitched Russia against the West. It was evident that the intention was that the two nations support the other in global forums.

There are differences between the two nations as also issues of concern. The major perception variation is the Russian view on the US led groupings of QUAD and AUKUS (Australia, UK and the US). Russia views it as a threat to China, enhancing tensions in the Indo-Pacific as also challenging the neutrality of ASEAN nations, pulling them into the US sphere of influence. This view is more aligned to Chinese beliefs. India considers this grouping to be beyond the military sphere. Both nations are also in opposite camps. Chinese aggression on Indian soil has moved India firmly into the US camp, while US sanctions on Russia has led to it gravitating towards China. 

Overall the summit sent forth the message that Indo-Russian ties, mainly in the defence and security sector are on a firm footing and they would not be offset by nations being in different camps. It also conveyed that there are numerous challenges in which the two countries would collaborate. Finally, the bonhomie and trust between leaders would ensure that stability in relations.
